I’m pretty sure that’s Archie under the mask. He just turns up so often in archival art and photos that I can’t imagine it isn’t him. Also, I saw him modeling a mask that looked very much like this the other day. Fortunately, he’s still around and doing far better than the heroes of Richard Adams’ book The Plague Dogs.
